If they are P2P they could mail/transfer boa's + enchants + more so one would have to ensure the player really is f2p or at least abiding by f2p rules.

While I don't doubt an influx of pandas and downtime to fix their inevitable mistakes, The new CRZ can also split densely packed zones so as to avoid exactly that. Especially offering this to F2P, and just what was witnessed on the beta, it's going to be pandas, pandas everywhere.

As for cheating, RaF isn't cheating. P2P account is. Very easy to test. Open trade, invite to guild etc.
