With the new changes to account wide mounts....will lowbies (sub 40) be able to use these ?

As far as I know, the rocket is a level 20 mount, the bear is lvl 40, the dragonhawk is 60, and rhino is lvl 40 as well. I think with the patch, you have to be that respective level to use it. But I think if you have a level 24 twink, per say, then you would be able to use rocket since it required level 20 to use. I believe it is the same with titles now. But, honestly, I don't know, I didn't play the PTR. This is what I have heard.
