Quest help!

I want to do this quest for the shoulders. For my resto fc'ing shaman. can anyone tell me how I get Nimboya to start giving me quests.

I'm sure there is a chain quest involved but I can't figured it out :/

Level to 24, then she'll start giving you quests. That's the minimum for beginning Northern STV, as its a 25-30 zone.

You can see this for a quest on wowhead by looking at Difficulty in the Quick Facts box. The lowest level shown (usually orange, but this one starts at yellow) is the lowest you can acquire the quest at.
