XP OFF or XP ON if you dont buy WOTLK ?

Hi guys

My quesiton is, if you dont buy wotlk are you able to play in den XP On bracket without leveling?
(yeah I know stomping normal equipped players with uber gear=small penis, but its still fun...).
Ive read some diffrent stories, so is anybody out there who has an account just wow+bc, without other addons, who can clarify this?

What meat said. Once you reach your "cap", your account has XP lock permanently on until you upgrade.
