Fionas Armbands Quest

HELP!! I have the item to start the quest. I did all the caravan quests and its still saying i don't meet the requirements for teh quest. I looked up on wowhead and for some reason i cant follow the quest line. Its more than likely because im being stupid LOL. Any easy tips to get me through this quest would be MUCH appreciated!

I suggest you to start back from the beginning, and continue walking to each location and do every quest there until you can continue.
