there are other robes with the model, but they are all puke green, chan's is a nice yellow gold color

Precisely. The mob level got lowered, so it no longer drops as of 4.0.3a.

Apparently it does not drop anymore according to all of the 49 twinks I've heard talking about it. Wowhead says it has a 0.07% drop chance to drop off a rare spawn that is said to be on a 21-24 hr CD in Hinterlands Mith'rethis the Enchanter - NPC - World of Warcraft. The robe is lvl 47 but the rare spawn is lvl 33 so they may have taken that item off of it's drop list. I imagine they the rare spawns level was higher pre cata and come to think of it I believe the whole Hinterladns zone was a higher lvl area than what it is in cata today. When I first saw that the robe dropped off a rare spawn I figured they took the spawn out of the game like they did with Prince Nazjak - NPC - World of Warcraft and Tidal Charm - Item - World of Warcraft. Wowhead can be so misleading D= an item I thought was taken out of the game drop for me a few weeks ago when I was bored and running BRD on my 49 hunter.... Ribsplitter - Item - World of Warcraft.

Good comparison with the Tidal Charm -- they both are indeed grandfathered for the reason you mention. Ribsplitters continue to drop since they are zone drops, not mob-specific drops, and (more importantly) the level of BRD did not change (iirc).

I am not 100% sure because I never had any luck farming the tidal charm back when it existed but I could of sworn it was a princess naga and not a prince.
