Dignified Headmaster's Charge (no exceptions, BoA caster weapons are 3x as good as anything else. If you don't get this weapon, you are going to gimp yourself.)

If you're not a human I would use Parachute Cloak for the spell penetration and if you are/have been Horde I would hitcap with ring/choker/bands.

Then you should use Choker + Armbands + Arcanist Ring to hitcap, and Parachute Cloak with 20 spell pen.
