engineering trinkets and goggles that require 390 + skill to use on non gnome chars..... how ?

Look at his engineering, it's at 450. The level requirement wasn't changed untill a few month(?) into wrath, so a some lucky ones managed to level it.

yes but shouldnt there have been a restriction put on it like when they took the leg armors from 19 twinks even tho they already had the pants equipped

Well the only restiction is the engineering which they have. It's just another gf-ed aspect of the game

Many of the ppl with 450 eng are also the ones with t3.

not really most of them are in the norm socket gear but just using engineering helm and trinks

I forget their names but there are a few rogues and a Few pallies in t3 gear who also have the eng @ 450
