i believe this would have a huge impact on the bracket as we know it. because many players end up in the 70 bracket due to that being endgame for people who haven't bought next expansions. this is evident looking at some of the ill geared players in 70-74 that are 70's, along with the questions they ask in BGs about gear. fortunately it's fast to get PVP gear.
60-64 has suffered greatly due to the lack of basic WOW no longer being 1-60 and the lack of new players it brought into the bracket. it was these players that helped fill BGs and kept them going. many may counter and say that 64's killed the bracket due to WOTLK gemed gear, etc. but i have to disagree. 60-64 was like what the 20-24 bracket is now, new to WOW players with F2P 20s are still coming into the game and keeping that bracket going. new to WOW players with 1-70 WOW are not forced to stop at 60, many have no reason to thought to turn off XP at 60, and end up going to 70. if blizz decided to make F2P higher, 20-24 bracket will fade too.
making WOTLK part of basic WOW would mean 80-84 would be the next large growth bracket, but the problem there is the huge between a 80 and a 84, unlike 70 vs 74's overall
70-74 bracket would continue longer than the 60-64 bracket due to the huge player base and players not wanting to level and blow time invested in gear/etc. but it would start to fade to the point where WSG would be the only BG getting pops.
