You don't get Chausses unless you already have them. The cloak is from dungeon satchels.

Chausses of Westfall came from an alliance quest (Deadmines) that is no longer in the game; meaning that you can no longer obtain it (grandfathered). Foreman's Leggings is what most people use nowadays over it.

The cloak comes from satchels awarded from doing random dungeons; however, the "of the Soldier" is a random drop. There are several other types of cloaks that can drop as well. After a couple of runs you should get it.
