Stillwater's Signet....Question

I'm about to start doing the quest for it I am wondering if there's any Pre-quests before Protocol. I remember doing this quest line long time ago. I just cant remember where the Quest line actually starts. And really dont want to go threw a bunch of quests for nothing.

Someone on wowhead says the required quests start at High Executor Darthalia - NPC - World of Warcraft
Im not sure if its right.

Do all quests in Hillsbrad. It takes about 40 min to complete all of them.
