I missed a shot on a lvl 20 Nightelf FC yesterday, I know there has been discussion before about their racial. He dodged my attack and i'm at 5% hit so should not miss 24's much less 20's.

TLDR, you can't get hit capped to avoid missing Nightelfs 2 percent of the time...
