First of all, there is no one set of BiS items, although there are clearly some very superior items for each spot.
You need to think about your role (melee, caster, or heals) and then decide on a balance between burst and survivability that fits your playstyle. If you are pve, you almost always go 100% burst since you have a tank to ensure your survivability (for a tank, burst is threat).
If you are pvp, you have to go with a lot more survivability since you will be attacked -- a lot. If you are a flag carrier, you need to probably go 100% survivability. This is why you see flag-carrying healers and dps'ers wearing so many pure stamina items. Probably the only dps class that can get away with 100% burst (pve gear) in pvp situations is rogues after they have vanish.
In addition, if you are dps, you'll need to find a selection of items with +hit so that you are not missing your targets.
Keep in mind that this is not too hard as there are generally only 2-3 potential BiS items for a particular slot, many have +hit, and you do not gimp yourself much if you are using the 2nd-best item in 2 or 3 spots. The exception to this are items that were clearly designed for higher level characters (AGM trinket) or have no real equivalent (Lucky Fishing Hat).
