An actual community of 5-10 people is going to be, in fact, quite rare, and by current standards is pretty decently large. Choose a server at random and chances are there'll be no F2P community there. Like, say, Balnazzar. The name is idiotic, I can't imagine how anyone would want to roll there.

Come to Hakkar, I only saw another f2p druid and that's it. The place is empty. Very easy to get fishing hat and AGMs

Shandris has 4 of us that I know. Was really happy to run into those guys. AGM is relatively easy to get. Lots of 85's bent on getting the cheeve here or just being douchebags. Ive also encountered horde 20's at the Arena as well, so there at least 1 or 2 on horde side as well!

5-10 guys in the community in total or around 5-10 guys online on average? MG probably has 5-10 guys online on average during peak hours, but the community has about 20-30 people that are active (estimated). However, this is the alliance side only. Horde on Moon Guard are probably 5-10 guys in total. If your going horde MG, you'll probably have a harder time getting AGM though since you will be in competition with the Alliance MG, but still easier to get it than AP.
