30% haste soft cap (more immo ticks + haste dam!)
soft cap res ~32%
A LOT of spd!
(of course 4% hit + 70 spell pen softcap)

i said he was the best lock, not the best geared lock. l2read. oh, and if you do not believe me I'll just say this: 44-0 to 2260 rating, he and his partner used 240 haste tinkers.
