Bloodmage Thalnos removed, replaced by

Thalnos the Soulrender level 40 (so he should drop 35~36 blues)

Brother Korlott new boss level 40 (so he should drop 35~36 blues)

Scarlet Commander Mograine removed, replaced by

Commander Durrand level 40 (so he should drop 35~36 blues),

High Inquisitor Whitemane level 40 (so she should drop 35~36 blues),

High Inquisitor Fairbanks(name could be different) level 40 (so he should drop 35~36 blues).

Armory+Library = one wing now.

Hunter Commander level 30 (so he should drop 25~29 blues).

Houndmaster Loksey removed, replaced by

Houndmaster Braun level 31 (so he should drop 26~30 blues). btw, this guy gets killed by his own hounds.

Herod removed, replaced by

Armmaster Harlann level 31 (so he should drop 26~30 blues)

Arcanist Doan removed, replaced by

Flameweaver Koegler level 31 (so he should drop 26~30 blues).

no idea yet because mobs don't drop anything on the beta server, but this bracket is pretty dead already so i don't think it will make a difference.

I was thinking about the fact that some existing NPC:s will be gone and I thought maybe they do drop something that is BiS at this very moment (got no experience in this bracket).

And about the bracket being dead doesn't have much relevance.

Indeed, if these NPCs are being removed, do they drop anything significant in the first place?

The only item I can think of from SM that is worth anything or BiS is Deadman's Hand and possibly Mograine's Might (for certain specs).

Rest was pretty trash for 30-39's anyway. (For example there are better BoE's or BoA's, etc..).

Maybe grab them anyway for possible future transmog. I would recommend grabbing at least one of each for your twinks simply because if the "i-level squish" does come in the following expansion, who knows if one of those granfathered items could become BiS...

Think well ahead, learn lessons from The Shattering.
