it doesn't require ilevel 35, just look at the mats.

also, these new pants would be pretty good if obtainable at 14.

do we have a rough idea of when MoP will be released?

i am so excited for all of these new changes, they will completely reshape some of these active twink brackets!
 
omg wow! the stats cloak enchant will be increddible for warriors, all clothies, and maybe even FC's. nice find! the shield enchant won't replace the parry enchant, however maybe the vitality enchant in different situations ie. dps prot, or holy paladin. those pants, judging by the item level should be available at level 13, as the iLevel is st 18. thanks for posting this info. im excited for the future of the 10-14 bracket!!
 
For cloak enchant atleast, its because resistance will be removed in MoP

Spell Resistance

•Spell resistance is gone. There are no buffs that improve it and there shouldn’t be much, if any, spell resist gear left. We always thought the system was hard to understand and we weren’t getting much gameplay out of it. Now taking a step back, we can imagine how to develop a game where you’d want various forms of resist gear for certain situations and opponents. Resist gear could potentially be interesting, but it isn’t currently in World of Warcraft -- the game has just been moving away from that sort of thing for years.


•In the absence of spell resistance, there is no need for spell penetration on gear, so we’ll remove it as well.
