Twinks in Normal BGs

I thought the bug that let twinks with Exp off get into normal BGs was fixed, but then i enter a BG, and 2 of them show up (luckily on our side ) 1 who had over 10,000 kills.

Was i wrong, or is there yet another way around it

Your probably confused as far as i know this is not happening in a way yes twinks are in reg bgs but they are xp on so they mainly have heirlooms and chants and if they have twinked before they probably get a couple BiS items to carry them through there lvls

I was holding flag, while my friend was killing .. He disced with 5min left of the game, and then i just killed for rest of time :3
