Not sure why you would be an 84 twink with that gear, most of it is useable at level 83. And you'd get more from it at that level.

at lvl 83 i'd gain 4 points of mastery and 3% crit at the cost of 12k health, 100 ap, several % chance to resist spells, and 1 level lower baseline damage for all spells.

I'm afraid in this bracket, 12k health is around 1-2 second's more survival. More damage however, is never, ever a bad thing. Also pretty sure the resistance increase is around 15 per level, so you'd be going from 45-60, given that most casters would (or should) use the 70 spell pen cloak enchant, not sure that does a lot.
 
the spell resistance for level differences isnt changed with spell pen. casters will need a ton of hit.

it goes both ways though, i'll have a much higher hit and chance vs 80s (for white hits only, not a huge deal).

I'm going to test this using an 80 vs an 85. I know it was the case for raidbosses at 70, but the mechanics have changed since then. As for the hit, well yes, it's especially true of casters (although elemental, shadow and balance are unlikely to have any issues with it)

However, secondary stats are worth looking at.. as I mentioned, 12k health will buy you 1-2 seconds (gcds) maax, since you won't/don't have resilience. 4 mastery and 3% crit are worth more damage than 100 AP (it's less than 1 gem, vs several hundred stats at level 84), so given that you're not running with resilience, you want as much damage as you can get. It's the reason in a twink bracket, 80s and 81s are usually superior to 84s. A level 80 with 50% crit and 7k AP will likely deal more damage than an 84 with 10k ap and 12% crit.

Secondaries are only inferior at 85 because the contribute so little for the same rating (comparing 80 to 85, str is worth the same, but crit is worth 1/10 as much (assumptions here, for argument's sake), which immediately puts str ahead). Even so, they're starting (in BiS gear) to be worth more than pure AP. In t11, a 10str bonus was only worth picking up if it was in a red socket (pure str). In t12 and t13, a 10 str bonus is almost always worth picking up, because (assuming epic gems) 35 str + 25 crit > 50 str. It's an even better ratio using not-epic gems.

Granted in pvp, the survival gains are nice, but I don't think worth the loss in damage (you have CS and rallying cry, try and deal more damage instead of surviving, if you want to get anywhere against 45% DR'd resilience stacking healers, especially shamans)
