I want to get Staff of Earned Tranquility - Item - World of Warcraft to transmog too, but the quest is in Gilneas. Is it possible to get these items without starting as a wargen? \

Steamed, if you want a BoA staff to look like this, make a new worg, mail the boa staff to it. Obtain the Quest Reward , Quest out of the joint then head Stormwind. Have the BoA Staff Equipped and mog it into your staff of Earned Tranquility and then mail the BoA to the desired toon.
Might take a few tries, and some players have mentioned dragging the BoA staff straight from the charater sheet to the mail box works more often. Its only 1g per try and it doesnt take too many.

If you don't want to do a stupidly long quest chain as a worg to get that staff, you could grab Chillwind Staff - Item - World of Warcraft
