That night elf racial isn't hit. It's a chance for spells to miss you, which can't be geared for. It's also 2%.
This. Where did 4% come from?
And twinks always pee themselves over 2% extra hit versus Night Elves, I'm pretty sure it CAN be geared towards.

People post correct information only to be quoted by someone that responds with knowledge outdated 4 years ago. The last time there was a hit cap you couldn't gear for was TBC, when the miss rate for spells against a boss was 17%, but hit would only cover up to 16%.
For PVP the hit cap is 5% (74 rating) for melee and 4% (51 rating) for spell casters. The night elf racial affects physical attacks, and means the hit cap is 7% (104 rating) if you want to be be certain you never miss them.
