You can infact still use looks from high level items on your BoA's and use them on your twink!
Just follow these four steps:
1. The items must be a quest reward
2. Drag the item directly from your mains inventory and into the mailbox!
3. The item you drag in first will have the largest chance of working
4. Wait at least 5 minutes before you log off your main after sending the items

This may sound like a cool story, but It's actually true. I did it just two days ago on my level 19 twink. (Retardmagnet, Stormscale EU)
Remember to exploit it while you can!
