Actually Mrcer is quite right. People usually judge hunter vs "x" class rather than the overall picture. After defensive cd's, hunter's are infact pretty much sitting ducks.
They are NO DOUBT one of the stronger classes in the bracket, but they are not ridiculously overpowered like in say 15-19, period. Also like he said, outside of Aimed Shot they are not about instant burst but rather high burst over a 4-5 GCD period. While it is still very bursty, it is not Ambush/Evis damage like say a rogue in 1-2 globals. Aimed shot is also a very slow cast, although the damage from it IS retarded. (Hello bracket in general atm).
As for specs, each has it's advantages and disadvantages. I would say the worst spec atm is BM. It has a nice stun but outside of that more portion of your damage comes from your pet than any other spec. As the pet is so CC'able as we do not have Bestial Wrath at this level, coupled with our nuke not being instant cast as in the case of Survivial, it makes it inferior overall.
However, hunter is a very strong class still and any spec if played well, will still be pretty strong.

Hunters are not OP. They are an under played class in the 39 bracket. Their burst dmg does not come close to the actual OP classes @39. However Hunters are 1 of the 2 classes that stops your FC from getting 1shotted with 10 flag debuffs. While hunters are not nearly as OP as some other classes, they are IMO one of the most valuable DPS classes to have on a team.
And if you struggle to kill a hunter in this bracket, then you clearly need to rethink going to PvE. @lvl 39, you have too many utilities and abilities to actually get out played by a 39 hunter. Majority of all classes have access to all the abilities they needed in order to beat a hunter @lvl 19 that they now have @lvl 39; while hunters only got more traps + flare. The only class that I can possibly think of that could struggle against a hunter @lvl 39 is a warlock, but even after the destro buff that's questionable.
