Does the higher fishing skill still matter in order to get the Keefer's Anglefish, or would it be the same chance with both 1 and 600 fishing?

Thanks Pizza and yeah Brown I made it to like 345 fishing and never got my hat but some other guy got it with 1 fishing his first try
