80 or 84 resto sham

Your best bets are 80, 81, and 83. There's no gear at 84 that you couldn't get at 83, and no talents or abilities that scale upward. Jokie's right not only about the resil at 80, but also about mastery, which is phenomenal for resto shamans.
I almost went 83, but the mastery was too good to pass up, and I'm glad I stuck with 80: strong heals when it counts, no mana worries, and decent long-fight survivability (as much as anyone can in 80s, anyway). 80s are more vulnerable to burst in this high-damage bracket, but as a healer, the tradeoff was worth it.
Really, resto shamans are pretty strong overall, so it's a matter of personal preference. I've seen other resto shamans do really well at 81 and 83.
