Level 70 rogue BiS weapons

My friend claims that his "Had of the deceiver" and "mounting vengeance" are the BiS rogue weapons, but according to the sticky on this forum, they aren't. Opinions on this?

Always thought double crux> that, the 40 agil off the gems in the kara dagger just don't make up the loss in white damage
