A question was asked in the forums that brings a huge alarm to twinking... Is Runic Spell Thread Bugged?

Anyone seen anything like this. Did that patch this? If so, this could be another BIG nerf for twinks.
Edit: It seems that the twink may have given this guy "Azure Spellthread" instead of "Runic Spellthread". If this is the case, the twink that handed the pants and thread to the higher level toon is SOL in my opinion. He should have done his homework before wasting some nice pants on this.
