its a tabard from a blood elf quest just like the tabard of the hand for the draenal or however u spell it, you can get the tabard on a belf then if u race change you still keep it. hmm just checked wowhead says that its only pallys.. unless it used to be what i was saying then they moved it to that i dunno tho
