Personally I would use 15 str, that's just me though. I'm not lucky with crusader procs, and the parry given from the strength would probably be better unless crusader has a high uptime for you.
By using 15 strength to weapon you will always have that stat accounted towards your stats. Using chance based enchants in this bracket on a flag carrier, in my opinion, would be a huge waste of possible medigation.

No matter what the weapon speed, you will theoretically get the same amount of procs.
Slow weapon - higher chance to proc a holy strength buff per hit, but slower speed.
Fast weapon - lower chance to proc a holy strength buff per hit, but higher speed.

pvp dagger = sader and 15 str (have 2)
BoA tanking sword = 15 str
dawnblade = sader
Yeah, that's incorrect. Sader is only worthwhile if you are tankin their O in which case you want the BoA sword. The only reason to use a dagger is because you are doing nothing but soaking damage and kiting, in which case the static parry from 15 str is better. You only need 2 weapons as a warry FC:
BoA dagger with 15 str
BoA sword with sader.

Exactly, This is why I would prefer 15 strength on the dagger. I don't see why anyone would have crusader on a fast weapon and 15 str on a slow weapon. Doesn't make any sense.
