Transmog question

I see people on armory who are level 19ish or lower who are using items higher level than them to change their gear. Is this possible legitly? If so, could somebody please explain how? Example i noticed a level 10 character with a item not obtainable at 10 as a transmogrification item.

Edit: i saw "The character must be able to equip both items" on the blizzard website, so it stumped me how some people were wearing higher level items.
