Transmog question

I see people on armory who are level 19ish or lower who are using items higher level than them to change their gear. Is this possible legitly? If so, could somebody please explain how? Example i noticed a level 10 character with a item not obtainable at 10 as a transmogrification item.

Edit: i saw "The character must be able to equip both items" on website, so it stumped me how some people were wearing higher level items.

If you send BoA to your main, transmorg it and quickly send it back one at a time, it can be done. This is a bug do it at your own discretion.

doesnt have to be one at a time btw. had no problem sending 2 at a time
