You lose 5 STA on the ring in exchange for 3 hit. You lose 5 INT on the boots in exchange for 4 hit.



Here, you lose 11 STA for 4 hit.



Granted, it is a nice buff if you don't have the hat already, but LFH is still BiS for cloth/horde.
 
Does this mean +Spirit has been replaced by +Hit on the other Goggles like the Gnomish ones as well?



And, while we're at it, the Weather-beaten Fishing Hat?



EDIT: going by WoWhead PTR, no, not even with the Green-tinted ones.



Could it be that Blizz somehow is making adjustments to benefit F2P toons?



Considering e.g. many GM's treat F2P's as less than pondscum and of course Locking XP has been taken away previously, this would be an interesting development.

Going by own observations and some commentors on the blogosphere, the initial 'bump' F2P till 20 brought in the lower-level zones (nothing makes a MMO more unattractive than 'dead' zones) has waned.



Considering how fast (and easily) you reach level 20, a cynic might say that for non-Twinks the current cap means a whopping six to eight hours or so of play. With the limited replay value since The Shattering, you can stretch that for another six hours or so for the other Faction but that's about it, the only reason why we get so much out of it is that we do stuff not even normal subscribers do (a genuine Starter doesn't know about Drops, your average alt-leveller doesn't care about Drops).



So the main reason imo why Blizz would increase (if ever) the Starter cap is to show more content to genuine Starters; if we go by what seems to be general consensus, Hillsbrad, Duskwood and Stonetalons are some of the more appealing Zones and an ncrease to 30 would allow more people to see them.



(personally I'd rather have a drop of 5-6 levels in the minimum level of non-Instance Quests, a.o.t. because this would allow for a different setting than 'Piss Easy' - and would allow playing these zones as well)
 
Over all the hub-hub about which spec beats what spec and other highly interesting pissing contests:



looking at my Horde Warrior this change went live, the simple Goggles give +4 Hit now (reflected in stats as well).
 
Note that the materials seem to have been changed as well (the Trainers reflect this as well) : instead of interactive & easy leathers, 8 Bronze bars are needed.



Note that the other low-level Goggles still seem to need Leathers.



Besides now making the creation of Goggles without getting hit by XP nigh impossible for Ally, the fact that the other Goggles don't seem to have changed in any way or form makes it all curiouser and curisouser.
 
Removing the leather made it easier for F2Ps to get the goggles without the foresight to level skinning and save leather first.



The change for hit rating is a little harder to place. Maybe...

1) Assuming F2Ps can't get heirlooms, perhaps all horde and cloth alliance need more hit for easier hit capping.

2) Eye patch imbalance is harder to quickly fix, might as well make an easy change to help horde now.

3) Some developer twinker hates the LFH and made the goggles a little stronger.

4) Cosmic rays flipped the bit associated with the attribute from Spirit to Hit Rating.

5) Accidental live application of tested item change before MoP.

6) Conspiracy to troll twinkinfo
 
With all the Sagefish etc. pools, getting Light Leather is actually quite easy but that's not the point, as you've guessed. The change seems to be squarely 'aimed' at F2P, and , unlike when they 'stole' the option to Lock XP, it's apparently a change to buff (jn Blizz's inept way) F2P.



It intrigues me WHY they did this, as it's clearly intentional (the mats fiddling clearly shows it's something they've thought about).
 
On further inspection of these changes to engineering...



It really just makes sense to bring it inline with the other professions for ease of leveling. Many other changes were made that fits perfectly. The profession now generally requires only those items that you "should" be obtaining via mining AND at the same approximate leveling time. Take a look at the rest of the changes in engineering and see for yourself.



Options imo are now:

1) Trolling twinkinfo

2) Making leveling easier
