dunno the stats difference but the cloth gives better secondary stats i think
but also less armor so i dont know why people do this when this bracket is al about surviveablitity so one less heal and more damage reduction is way more important imo

Armor reduces your physical damage taken, it's only effective when you're getting focused by a class that does physical abilities.
Crit increases your healing done all the time, but it's RNG based. If you don't crit a single spell with crit gear you could just've gone with the armor gear.
I say armor is better if you find yourself getting interrupted a lot.
Otherwise crit is better.

better to get the extra mana so u can heal them a tad longer
Mana should never be an issue for Holy Paladins.
