Today, I was in a raid where some 85 casted http://www.wowhead.com/item=62251 on the raid. I also received the buff (468 stamina). It was not scaled down. I didn't know this was possible. I'm not sure if this is common knowledge but decided to post it anyways. A comment on wowhead confirms this also. Screen below.
