Have you considered the bosses in gnomeregan? nm, can't do gnomergan at 19.
Is it possible to kite a lvl 85 mob with the help of others? I think it's a cool idea that could work, because you are skipping the level altogether you might avoid the mechanics that would otherwise restrict you. I'd love to help with the level 11 thing just let me know when if you are still going that route.

I've considered solo'ing a level 85 rested but I believe there IS in fact a cap on XP from mobs, it is something like the last level for orange is the cap for bonus experience based on mob level.
Gnomeregan is not going to work because the boss would have to give at least 9,000 MORE XP after bonuses, and when I only get ~1k 2-manning Mutanus I highly doubt a few extra levels will result in such a huge boost.
The last thing I've thought about is Call to Arms: Arathi Basin. I leveled from halfway to 13 to halfway to 15 from a single Arathi Basin during CtA + RaF bonus. This is very iffy, especially since I'd need to make sure I'd zone in with my RaF partner at exactly 1590/1600 to grab just the win XP. This is a last resort and I'm almost certain this will work if timed correctly, but this will have to be a huge effort where an entire Horde premade is created and the random players are kicked in the last minute so I get my pop in the queue and accept at EXACTLY the right time. This might even require Alliance participation as in order to time this as easy as possible 1590 with Horde only having 1 base at the time is optimal for this.
If Operation Godfrey fails, Operation Disgracin' the Basin will be in full effect.

I have tried to link already made accounts to my main account in order to do the RAF before, but I was always unsuccessful
From what I have seen the RAF send an email to the friend who clicks a link that creates the account that will be used for RAF.
if your starting from scratch with a RAF it has a 90 day time limit on it.

While solo'ing a boss would grant 50% MORE XP (~7 days rested will give a full level of rested and 200% XP, vs 150% with RaF (xp split into 2)), the 50% MORE would have to equal at the very least 6,000 because you will not gain an extra 6,000 from the random dungeon queue bonus.

If you can get to level 11 tonight, I'll RaF up to 15 with my GF in about an hour or two when she gets home and then if Playroom and someone else can get to 11 on F2P by today we can test out how much XP we'll get from Godfrey in a level 13.4 full group by tonight.

Looks like this test is happening tonight at this rate. If this goes as planned and >2200 XP is gained from Godfrey either from 2-manning or 5-manning w/13.4 avg group lvl I'll be doing the real thing tonight as well.

Just want to say that I got around 35k exp from completing Deadmines, last boss (so you get random exp bonus).
I lvled from lvl 18 to lvl 20 (with half level in) with RAF.
I think this is really possible and probably easy to do.

I don't quite understand how you got such a gigantic amount of experience. 9k from random dungeons and the boss itself will award around 6k in WC.
how in the world did you get 35k?
The only reason I can think of is that DM/SFK got an overhaul and the XP was drastically increased.

Don't ask me, I'm sure I lvled 18 to 20 and a half from one boss + random exp grp complete. I was RAFing with Bone and it happened.
