Isn't Brilliant necklace (2int, 2spi, 1sta) better?
Hitrating is a tad low, with no spirit and increased amount of 24's you need to improve this somehow. Spirit gear (+50% of it as hit) should work with the lack of raw +hit gear. Sucks to be a 20 spellcaster instead of melee due to the scaling of hit from 20->24 :-/

Stat scaling. More crit and more gear and Engineering stuff available at 20. Also, if he goes herbing 55 haste gives more at 20 than 24. Also, the other side may not notice he is P2p since he is 20. (unless he decides to be in a guild).
