I would think maybe one of the BFD or stocks bosses? or even a gnomer boss not sure if we can get xp from them though.

Anyone know if 2-manning a level 85 mob gives enough XP?
Ah I completely forgot, if a 24 queues randoms I think you can get stocks.
Alright so, a level TWENTY 2-manning Mutanus recieves exactly 1450 XP, and random dungeon XP is 3050. 5534 XP is needed with RaF to jump from 19 to 21 in one go assuming exactly 1 XP from 20 before starting boss encounter. That leaves us short 1034 XP. However, a 19 would recieve slightly more XP. The maximum level difference for RaF bonus is 4.
So, if a level 15 and level 19 were to solo Mutanus the average level of the group would be 17. Would the 3 level disparity be enough to grant an extra 1034 XP? Doubtful. We need to get either Lord Godfrey or Mutanus the Devourer to grant 2484 XP or more.
It's worth noting that Godfrey is 1 level above Mutanus. 2-manning him is a difficult task however.

If one locks XP at 19 and gets heirlooms first, you can shave off an extra 20% XP, making you only need 5188 XP. Though, that's a LOT of work just to shave off 346 XP, but it will mean you only need the boss to grant 2138 XP. Going to investigate more tomorrow.
So for the optimal setup:
- Refer a Friend (+300% XP)
- Heirloom Shoulders and Chest (+20% XP)
- Group Bonus (+40% XP)
- Level 15
- Level 11 x 3
- Level 19 (1 XP from 20)
- Lord Godfrey

I'm pretty sure blizzard has stated that the maximum possible xp gain is capped at 300%.
I'm certain I recall reading that the Heirloom bonus does not count towards the cap.

Unfortunately we don't have the blue post. I believe what I saw was in reference to ppl talking about how the heirloom xp gain stacked with raf. MMO-Champion, but I don't see it on there now.
updated optimal setup to take into account 5 people group bonus. hmmmm 1562 XP isn't far off.

I've thought about that but that's very far away, I'd hate to have to think that such a small difference would set me back a good portion of a year.
