I'd say go 10, mainly for the stat scaling. I think that stat scalings are more useful than new abilities, and stats, as stats are amplified at 10, unlike 11, and 14.
Alliance would be blessed to have another 10 twink, we're currently low on them.
Roll on Moonguard for <The Ashen Tree>. One of the best Twink guilds, but I think there's more that are bigger than ours.

But I think you don't have a single clue about what you're saying.
Stats scaling is great, indeed. But do you know what are these ''new abilities'' to begin with? I mean, seriously, my 14 paladin can eat all the 10 bankbeauty could and can even kill some more.
Obviously, you get less stats scaling, 80% Haste Vs. 23% and 75% Crit Vs. 25%. When you go level 14. But for a paladin, you get the crazy ability, HoJ, a freaking 6Sec stunt. You get 2 additional talent point, which, for example, taken on a ret pally, give you a straight 17-18% Bonus in damage overall. Your abilities also scale better since you're higher level, your BoA scale better, you get better gear and more.
Also, if you roll 14, you can get BiS, something, any new twink 10 will never get close to.
Paladin get Hammer of Justice
Priest get Psychic Fear, Power Word: Fort
Shammy get Flametongue Totem, Fire Nova, Purge and Flame Shock
Mage get Evocation and Polymorph
Hunter get Track Humanoid, Aspect of the Hawk, Wing Clip, Hunter's Mark and Disengage
Druid get Regrowth
Rogue get Parry, Recuperate and Kick
Warrior get Heroic Strike
Warlock get Bane of A, Health Funnel, Soul harvest and Fear

Basically, a paladin can now kill a hunter. One of the first hunter counter. If well timed and LoS correctly, you burn pet, get 2-3 Crusader Strike on the hunter and wait for CS Cd to go back up, HoJ the hunter, TV, CS, Judge, CS. If it was well timed, you just GG'd it.
A mage can now Polymorph and Evocate. In arena, this will change the face of the game. The 10 Mage may have 50%? crits with 20% damage reduction, but he's not that useful as a CC'er.
A Warlock, well, they can now basically fear, which can't be ''nothing''. In arena it's totally game changing.
A Hunter now get disengage, less haste and crit make them way less powerful, but disengage give them more survivability, more gear and a better bow helps a lot. HMarks will make rogue and druid not be able to stealth
A shammy now get a freaking purge, that can't be nothing. It's totally game changing, no more AGM in arena. Flame shock will stop rogue and druid from stealth and gretly improve Dps. Fire Nova will break some class.
Druid get a new heal, which can only be a good addition. You get less haste, but more survivability and more talent!
Rogue get kick, this will eat out the face of them powerful caster. Finally give a chance for them to burn paladin.
Warrior, who need haste when you get heroic strike? hehe
Priest can now AoE Fear, Total game change. Fear a pally, and burn him down, yes sir!
Those were just quick example on how 14 can be powerful. You cannot just say, more stats scaling>Abilities and talent point like those 2 were nothing.
