Arena Grandmaster Quest

Does anyone know which level u exactly need to being able to turn in the "Arena Grandmaster" Quest at the little Goblin in the Gurubashi Arena?

Wowhead says that the required level is ?? ... so I thought even a lvl1 character could turn that quest in.



But as I came to the Arena and tried to talk to the goblin with my lvl10 twink, he did not gave me the quest ;L



Oh and what's the honor cap u can reach? 4k right?

You right click on the trinket to begin the quest. Yes, 4k honor cap.

Ah ok, totally forget that u need to accept the quest first *facepalm xD
