A new moderation policy is now in place: High risk users will be continuously observed, if a pattern of negative behavior continues after warning, their accounts risk being permanently and irrevocably deleted. (this is not a ban, again - it is permanent, your account cannot be recovered as it will have been deleted from the databse.)
It is the staff's hope that this will clean up some long term problem users and open the doors to new and old users alike as a place where they feel is home.
