EU+US Item Level Glitch in PVP Instance?

Just ran into a jaja enhance shaman in the gulch and a WW monk in arena with crazy scaling.

Sham had 18k unbuffed health and was able to heal through 8+ stacks. Monk had 23k unbuffed and just about two shot me.

Monk was for sure level 20, not sure about the shaman.

Is this a known exploit, or something new?

If it's anything like the last time this bug was introduced (earlier Legion), the exploit was just a result of joining arenas/bg's naked, and then putting on gear. Keep doing this until u reach infinit HP and stats. If it's not, well, it's something new then.
