EU+US Garrison at low level possible?

Did anyone try to make a garrison at low levels?
I couldnt find it on google so i thought i'd ask here.

To my knowledge there are no exploits that allow you to complete quests at a lower level than intended. If there were, garrisons would be the least useful application.

Except maybe achievements. It would be much much easier to to get some of the HK achievements on a lowbie than at endgame I reckon.
