BiS for Horde Holy Pally(instanced)? 7.2.0

Looking back at the legion prep guide, I feel like Binding Plates isn't BiS for waist. My guild says that I should stick with the waist that come out of the Random Dungeon bags but I'm not entirely sure. Should I use the belts from the little bags?

Also, is Seal of Argas BiS for Holy Pally in World PvP?
