XP off npc moved?

So I tried to turn my xp back on, but the guy isn't in the normal spot in stormwind? Any way to fix this or did he move somewhere else now?

Okay, I tried this but it didn't change anything. Any other suggestions?

If there are quests in your log that involve stormwind, abandoning them might work.

If you leveled with exiles reach, on completion the leveling phase is set to BFA timeline where the kings room is empty. I think If you level on the other option(not exile reach) it should appear. I tried this and it worked for me.
