Just met a premade Horde team with 4 members with 'Xp eliminated' debuff. Is lvl29 twinks still a thing?

it is, though in this particular instance its merely a visual bug. sometimes the debuff remains visible (though not active) if you goof up and have to have a GM turn your XP back on after a transfer or after your account goes inactive.
If the twink you think is 29 his lvl number will appear yellow, 29 and have that XP debuff icon. If the twink you think is lvl 20, his lvl number will be green and scaled to 29 without the debuff icon?!
Pretty sure that's how I identify the 29s glitchers and 20s scaled up to 29... There is still a method to get into bgs as a lvl 29 and using the abilities that come with it BUUUUT it's the utmost display of noobiness. The bracket is easy enough as is!
