WQ for lvl 110-119

So I just got this WQ https://www.wowhead.com/quest=54167/set-sail on my 119. The quest is to complete a Island Exp. And it did work.
I dident get it before getting honored with 7th legion.
Also, the progress on my achievs in Island Exp. got reset, any1 else had this happen to them?

Its available for all the horde I had and I don't even have a 120 yet. Did it on a 115-6 or so too.

edit- The 116 had just got there too. The table was phased until he got the innkeeper to appear up top in Zuldazar. 2-3 quests or so? Leveled to 116 thru PvP.

I can confirm this shows up on a 110, in case anyone wasn't sure.

Dont know but I have had it 2 times this far, so it is probably on the WQ rotation
