The zone's level got changed from 25 to 20 mid way through the xpac so the messages talking about farming there on a 20 for ilvl28s isn't relevant anymore. Need to farm on a lvl24/25 for armor and 22/23 for weapons

Yes drustvar and nazmir are now lvl 20 not 25 zones. So you cant farm green ilvl 28s there on 20s anymore.

The T3 epics like Skullflame no longer appear to drop (no confirmed drop source) below level 21. Level 17 farming and looting has been tested to death throughout the expansion. If you want to try something new, use level 18 looters in ZF.
 
I read through some pages of this post and I wanted to double check that I'm understanding things correctly:
  • I need two separate "farming" characters that feed gear to my 20 twink(s) since 20s can no longer farm Legion/BFA by themselves.
  • These two farm characters need to be at level 17/18 and 24/25.
  • Ideal solo farm character specs are either Fury warrior or Guardian druids. Not hunters? Kind of surprised.
  • The level 17 character is primarily for weapons and older blues/epics.
  • The level 24 character is primarily for farming ilvl28 gear in Legion/BFA zones.
Did I miss anything?

Not sure how I'm supposed to do dungeons solo on the level 17s.
 
17/18 is for boe epic weapons, not really something you should aim for as it takes a lot of efforts (usually grped with a high lvl account), and there are a lot of good weapons you can get quite easily.
Regarding ilvl 28, it is much better to do it in grp, and farm a hyperspawn spot, like kobolds in Highmountain. In a group setup, hunters (25 for barrage) are a very nice addition as pullers, they do a 360° with barrage to pull mobs, guardian/fury don't move and just AoE the mobs.

Where would one find such groups? Group finder? Or does cross-realm just not really work for farming?

Asking because I don't really expect to have friends helping me out. If group farming really is just that much better, I may be better off rerolling to Blackwing or Bleeding Hollow server. Not sure which faction though, kind of assumed Horde.
 
Someone from NA might be a better source of info for you but there are twink farming communities in game, you can also ask in pvp communities or discord or even here for btag friends.
Farming ilvl 28 is boring but can pay off in a few hours if you're lucky. I personally farmed with people that didn't even twink, but were doing it because it's good money.

Boe gear can be a real grind/expensive depending on how fussy you are with your gear. I think Bleeding Hollow would be a good place as you can farm and sell/trade pretty good on that realm. You could maybe sell some decent pieces you pickup to try to buy some you need off the AH. I can't speak for any other servers though maybe Kel'Thuzad as well do to <Teldrassil Firefighters>. Prices can get pretty crazy depending on stats so I would temper your expectations. Goodluck!

I made a 25 hunter on Bleeding Hollow to farm because my main server is completely dead. Searched up “farm” in the In-game community finder and found a few groups as was farming within a day. All the extra non socket gear people were getting replaced the heirloom gear I was using and I can’t log on without an invite to go farming. There are groups running almost all hours and the AH is quite populated if you decide on gearing up a twink there.
 
Today I looted an epic bow outside BRD (in the indoor area before entering the instance) off an anvilrage taskmaster
I thought vanilla outdoor epic drops were off limit for us, apprently not here at least.

Are you f2p or vet? Were you in Chromie time or BFA timeline? Were you party sync'd in a group? I'm assuming you were level 20. Are you sure it was from an Anvilrage Taskmaster and not the elite flame elemental?
 
I m vet, lvl 20, I was Chromie "cataclysm" (was queueing Gnomergan for recipes and going to kill stuff in BRD in between pops).
100% sure it was an anvilrage taskmaster, I was just clearing trash on my way to BRD one mob at a time and looting every time so no possible confusion.
It was at the very beginning of this vast cave with neutral slave miners that leads to BRD.
