EU+US Will i get into BG's at 19 if my xp is turned off?

title pretty much says it all. i've been reading alot but ive seen nothing about this. i know at other brackets like say 20 if you turn xp off you dont get into any bg's

XP turned off = entering leveller bracket within your respective bracket range. So if you were to turn XP on at lvl 19, you'd get into a BG consisting of ppl from lvl 10-19 that aren't XP locked themselves.

XP Off is separated, but 19s tend to get queues in the evening
