Will 39's be a thing at the end of WotLK/Beginning of Cata?

Im just wondering if 39's will be a thing in Wotlk/Cata?? I have a 39 warrior and Im just curious if its worth just staying at 39 and twinking.

Played this game since the beginning. I’ve had over 150 Twinks over the entire time I’ve played it. One thing I will say, is never a level of Twink unless you’re slow rolling a BG or world PVP Twinks. You never know when they come back. The worst thing ever did is get drunk and level three or four of my best characters because I thought it was the end of twinking… if this isn’t a Twink no harm no fall but building characters is fun
