EU+US Warmode before level 15

I don't play your level so i'm not sure how useful this is, but it's reported on ownedcore you can enable warmode at any level with this simple chat command while in org or sw.
/run C_PvP.ToggleWarMode();

Its actually 20 it's usually not until.

I tried it on my 19 and I did get a pop up saying 'You have opted into World PvP'. But it didn't move me to a different phase.
